That's definitely my grandfather behind the wheel. And my best guess is that his son Watty jumped out and took this picture. These photos belonged to Uncle Watty. There's no writing on the back, and I have had no luck identifying the bridge. I would think these photos were taken because the bridge had recently been opened, or that it was nearing completion. What other reason?!? And it's probably in the late '30s/early '40s.
